The columns of the inner array are:
'CENTER_FREQUENCY_HZ, 'FREQ_COARSE_CC_VALUE', 'FREQ_FINE_CC_VALUE'

Thanks. I think I have found my error within the assembling of the MIDI fine frequency message, I'll send you a link to a test version to try.

I've tested some random frequency in ranges where I've previously seen deviations and now the MIDI data being sent looks completely correct

I'm very glad you fixed this. The FBQ2496 is an excellent and very affordable solution for those of us who need, low latency (max 1-1.5 ms), +4 dBu and balanced connections to play and record instruments.
